The 2021 Census put Islington at 14,574.9 usual residents per square kilometre, second only to Tower Hamlets among all local authorities in England. 96,496 households live in 57.4 per cent purpose-built flats and 21.3 per cent converted or shared houses, and just 0.9 per cent detached homes, which is 308th of the 309 English local authorities. Density, tenure and shared systems
Islington had 216,589 usual residents in 2021 across 96,496 households, at 14,574.9 people per square kilometre. That density figure is second among all local authorities in England behind Tower Hamlets, and it is the single fact that explains most of the plumbing here. When people are stacked that tightly, plumbing systems get shared: 57.4 per cent of households are in purpose-built flats and 21.3 per cent in converted or shared houses. Terraces account for 12.7 per cent, and detached houses for 0.9 per cent, which is the second lowest share of any local authority in England.
Tenure is the other defining number. 40.2 per cent of Islington households rent socially, second only to Hackney among all local authorities in England, and 25.0 per cent rent directly from the council, also second in England. Owner occupation is 26.7 per cent, the third lowest of the 33 London boroughs. Private renting accounts for 31.2 per cent. What that means in practice is that a large share of Islington plumbing work runs through a landlord, a housing provider or a managing agent rather than through the person who noticed the problem, and the paperwork matters as much as the repair.
Heating is more mixed than in outer London. 66.5 per cent of Islington households ran on mains gas alone in 2021, 13.8 per cent on electric only, and 5.2 per cent on a district or communal heat network, which is the eighth highest share of any local authority in England. Islington is unusual in that the council owns and operates its own network. Bunhill Heat and Power has run since 2012 from an energy centre on Central Street, and its expansion added a second energy centre on City Road built around a London Underground ventilation shaft, making it the first scheme in the world to take waste heat from an underground railway and use it to heat local homes. It serves around 1,200 homes, two leisure centres and a school, with 550 homes on the King's Square Estate added during the expansion.
For a plumber, a heat network property is a different job with a different boundary of responsibility. There is no boiler and no gas appliance to certify. There is a heat interface unit fed from the network, and the split between the operator, the building owner and the occupier is contractual. Establishing where that boundary sits before booking is the difference between a productive visit and a wasted one, and we will tell you plainly when a fault sits on the network side rather than taking the call anyway.
The rest of the borough is a boiler and cylinder borough, but almost never a standalone one. 38,787 Islington households rent socially, of which 24,081 rent directly from the council. Only Hackney has a higher social rented share in England. Just 826 detached households in the entire borough, 308th of 309 English local authorities. It is worth stating as a negative: the standard suburban job, one household with its own boiler, its own stack and its own front path, barely exists here. Pricing or scheduling an Islington job as though it were an outer London job underestimates the coordination involved.
Homes on heat networks, 5.2 per cent, eighth in England
5,022 households on a district or communal heat network, including those served by the council's own Bunhill Heat and Power scheme. These properties have a heat interface unit rather than a boiler. The plate heat exchanger inside that unit still scales in hard water, but the diagnosis, the responsibility split and the repair route are all different from a boiler fault.
Homes in commercial buildings, 1.9 per cent
1,815 Islington households live in a commercial building, for example over a shop or in a converted office, the fourth highest share in London. Waste runs sized for the original use, shared stacks with commercial tenants below, and access windows that have to work around trading hours. A weak shower on the sixth floor is frequently a valve or booster problem elsewhere in the building rather than anything inside the flat. Scale on a heat interface unit
On a heat network there is no combustion and no boiler heat exchanger, but the heat interface unit still has a plate heat exchanger on the domestic hot water side and hard water still scales it. Declining hot water performance on a network property is a different diagnosis with a different responsibility split, and it is worth establishing that split before booking anyone at all.
What is actually worth doing
An annual service catches scale and combustion drift early and is the cheap intervention. A scale reducer on the cold main ahead of a boiler is sensible on a new install. A magnetic filter addresses magnetite on the heating side, which is a different problem. In a flat with very little plant space the sensible order is service first, then whichever filter the system actually needs, rather than fitting both by reflex.
Islington licensing and Building Control
Islington runs two schemes with different geographies. Details below come from the council's own public notices and its current property licensing page. Schemes run for fixed terms and get renewed or replaced, so confirm your own position with the council rather than relying on any page, including this one.
Borough-wide additional HMO licensing since 1 February 2021
Islington designated a borough-wide additional licensing scheme on 22 October 2020 which came into force on 1 February 2021 and covered the entire borough. The council's current property licensing page still lists borough-wide additional licensing as applying to properties occupied by three or four unrelated people sharing facilities. Because the original designation was made for a five year term, check the current status with the council before relying on it for a renewal.
It reaches converted buildings under section 257
Islington's additional licensing extends to buildings converted into self-contained flats where the conversion work did not comply with the Building Regulations 1991 or later, and the council's current page describes these as section 257 HMOs. In a borough where 21.3 per cent of households live in a converted or shared house, that catches a lot of buildings whose owners do not think of them as HMOs.
Selective licensing covers three wards, from 20 May 2024
Islington designated a selective licensing scheme on 19 February 2024 covering Finsbury Park, Tollington and Hillrise wards. It came into force on 20 May 2024 and ceases to have effect on 19 May 2029. It applies to privately rented properties occupied by a single person, two people sharing, or any number of people forming a single household. It does not apply to HMOs, owner-occupied homes or social housing.
The gas condition under both schemes
The Housing Act 2004 requires a licence holder, where gas is supplied to the house, to produce annually to the local housing authority a gas safety certificate obtained within the last 12 months. What officers want is a continuous record trail with no gaps, evidence the tenant received their copy, and a Gas Safe registration behind the engineer who signed it. We email the record within 24 hours and keep a copy of everything we issue.
Unvented cylinders are notifiable to Islington Building Control
An unvented hot water cylinder over 15 litres is notifiable work under Building Regulations Part G3. We submit a Building Notice to Islington Council Building Control and issue the HWSS G3 certificate on completion. Keep both, because a conveyancing solicitor will ask for them and cylinder manufacturers will not honour a warranty without evidence of a certified install.
Social housing and provider-instructed work

What to do before we arrive on an active leak
Isolate the water if you safely can, and do not force a valve that will not turn. Move belongings clear, stay away from nearby electrics, and photograph the damage once things are under control. If the water is coming from another flat, notify the freeholder, agent or housing provider at the same time as you call us, because their authorisation is usually the slowest step in the whole process.
