Haringey does not behave like a single place. The 2021 Census recorded 105,092 households, 22.8 per cent of them in converted or shared houses, which is the fourth highest share of any local authority in England. Those conversions cluster west and centre. The larger estates and the denser rented stock sit east. The council's own licensing map draws the same line: fourteen named wards fall inside selective licensing and Muswell Hill, Crouch End and Highgate are not among them.

The conversion borough, and what that means for pipework

Haringey had 264,238 usual residents in 2021 living in 105,092 households, at a density of 8,930 people per square kilometre, which puts it twelfth among all local authorities in England. The defining statistic for plumbing purposes is different though. 22.8 per cent of Haringey households, 23,999 of them, live in part of a converted or shared house including bedsits. Only three local authorities in England have a higher share. Add 35.4 per cent in purpose-built flats and 25.6 per cent in terraces, and you have a borough where most people live in a building that somebody else also lives in.

That single fact drives the fault pattern. In a converted house the cold feed, the waste stack and often the heating pipework were installed as a retrofit into a building that was never designed for them, and they run through party walls, ceiling voids and boxed sections that nobody holds a drawing for. A leak in the flat above surfaces as a stain in the flat below and a dispute in between. A blockage on a shared stack presents as a slow drain in one flat and nothing at all in another. The useful first move is almost never a repair. It is a survey that establishes where the water is actually coming from, in a form that a freeholder, a managing agent or an insurer will accept.

Overcrowding compounds it. 16.3 per cent of Haringey households had an occupancy rating of minus one for rooms in 2021, the sixth highest figure of any local authority in England, and 10.7 per cent were at minus one for bedrooms. More people in less space means more load on the same pipework and more concentrated hot water demand, which is why a cylinder sized on bedroom count rather than actual occupancy runs out in a Haringey conversion faster than the manufacturer chart suggests.

Heating is mostly gas: 72.8 per cent of households were on mains gas only in 2021, with 2.1 per cent on a district or communal heat network and 10.8 per cent on electric only. But the interesting figure is tenure. Only 37.2 per cent of Haringey households own their home. 35.6 per cent rent privately, 33.4 per cent of the borough from a private landlord or letting agency, and 25.2 per cent rent socially. So roughly six in ten Haringey homes are rented, and the plumbing work reflects that: tenant reports, landlord approvals, managing agent authorisation and a paper trail on almost every job.

Licensing follows the same east to west line as the housing. Haringey operates borough-wide additional HMO licensing, and separately a selective licensing scheme covering fourteen named wards which are overwhelmingly the eastern ones. Landlords with property on both sides of that line routinely assume one answer covers everything and it does not. Both schemes carry a gas safety condition, and the additional scheme reaches converted blocks of flats under section 257 of the Housing Act 2004, which catches a very large number of the buildings that make Haringey a conversion borough in the first place.

Converted or shared houses, 22.8 per cent, fourth highest in England

23,999 households in part of a converted or shared house including bedsits. Retrofitted pipework, shared stacks and cold feeds running through party walls. This is where leaks migrate between flats and where the survey matters more than the repair, because establishing the source in a form a freeholder or insurer accepts is what unlocks access to the flat the water is actually coming from.

Purpose-built flats, 35.4 per cent

37,181 households in purpose-built blocks, weighted toward the east of the borough. Communal cold risers, shared valves and sealed pressurised heating circuits. Expansion vessels that have lost pre-charge are behind a large share of the pressure complaints. Work on a riser or a shared valve needs managing agent or freeholder authorisation and a written report for the block file.

Terraced houses, 25.6 per cent

26,896 terraces, a share that puts Haringey tenth in London. Many have been partly subdivided or have had a top floor let separately at some point, which leaves pipework running in places the current layout does not explain. Leaks in this stock track along joists before they show, so opening one small area after a survey beats opening several large ones on a hunch.

Semi-detached and detached, 13.3 per cent combined

9,899 semi-detached and 4,057 detached homes, concentrated on the northern and western edges. These are the borough's cylinder jobs: houses that have gained bathrooms without the hot water system being resized, still running on a loft tank and a copper cylinder. A system boiler with a correctly sized unvented cylinder is usually the right answer, subject to measuring the incoming main.

Rooms overcrowding, 16.3 per cent at minus one

17,083 Haringey households were at an occupancy rating of minus one for rooms in 2021, sixth highest of any local authority in England. Practically, that means concentrated hot water demand and heavier use of the same waste runs. It is the reason we size replacements around who actually lives there rather than around the floor plan.

Homes in commercial buildings, 1.6 per cent

1,684 Haringey households live in a commercial building, for example over a shop, which is the seventh highest share in London. Flats above parades have their own set of problems: shared stacks with a commercial tenant below, waste runs sized for a shop rather than a home, and access that has to be coordinated around trading hours.

Haringey is a Thames Water area. Thames Water does not publish a simple street-level hardness table, but it publishes the classification scale everyone quotes and states that all the water in its region is hard. For your own address it provides a checker on its website.

The published classification scale

Thames Water classifies water at up to 100 mg/l of calcium carbonate as soft, 100 to 150 as slightly hard, 150 to 200 as moderately hard, 200 to 300 as hard, and above 300 as very hard. It states that all the water in its region is hard, attributing that to sources passing through chalk and limestone. So the question in Haringey is not whether scale is forming. It is how much damage it has already done to a particular appliance.

Scale in a heavily converted borough

In a conversion the hot water system is often undersized for the number of people using it, which means more heating cycles for the same amount of hot water and therefore faster scaling. Combine that with 16.3 per cent of households at an occupancy rating of minus one for rooms and you get appliances working harder than their specification assumes. That is why a Haringey combi loses hot water performance sooner than the same unit in a lower-occupancy house.

Communal cold risers and pressure

In purpose-built blocks and larger conversions the cold supply arrives through a communal riser, sometimes with a pressure-reducing valve and sometimes with a booster set. A pressure complaint in one flat can be a valve problem two floors down. What is worth spending money on

An annual service catches scale and combustion drift early, which is the cheap intervention. A scale reducer on the cold main ahead of the boiler is a sensible addition on a new install. A magnetic filter is for magnetite on the heating side and solves a different problem. In a flat with limited space the sensible order is usually service first, then the filter the system actually needs, rather than fitting both by reflex.

Borough-wide additional HMO licensing, 17 June 2024 to 16 June 2029

The London Borough of Haringey Designation for Additional Licensing of Houses in Multiple Occupation No 4, 2024 was made on 12 March 2024, came into force on 17 June 2024 and ceases to have effect on 16 June 2029. It applies to the whole borough and covers HMOs occupied by three or four people in two or more households sharing amenities. Every Haringey address is inside it.

It also reaches converted blocks of flats under section 257

Haringey's additional licensing extends to converted blocks of flats where the conversion did not meet the Building Regulations 1991 standard and fewer than two thirds of the flats are owner-occupied. In a borough where 22.8 per cent of households live in a converted or shared house, that is a much wider net than landlords expect. The council's own consultation reported 903 licensed converted properties alongside 3,927 licensed shared-amenity HMOs.

Selective licensing covers fourteen wards, not the whole borough

The London Borough of Haringey Council Designation of an Area for Selective Licensing 2022 was made by Cabinet on 8 March 2022, confirmed by the Secretary of State on 17 August 2022, came into force on 17 November 2022 and ceases on 17 November 2027. It applies to Bounds Green, Bruce Castle, Harringay, Hermitage and Gardens, Noel Park, Northumberland Park, Seven Sisters, South Tottenham, St Ann's, Tottenham Central, Tottenham Hale, West Green, White Hart Lane and Woodside.

Muswell Hill, Crouch End and Highgate are not in the selective scheme

They are not on the list of fourteen wards. That does not exempt a property there from the borough-wide additional HMO scheme or from mandatory licensing, and it does not exempt it from the gas safety duty that applies to every let. It only means the ordinary single-household letting in those wards does not need a selective licence. Landlords with property either side of that line get caught out routinely, so check the ward rather than the borough.

The gas condition under both schemes

The Housing Act 2004 requires a licence holder, where gas is supplied to the house, to produce annually to the local housing authority a gas safety certificate obtained within the last 12 months. That applies under additional and selective licensing alike. What officers want in practice is a continuous record trail with no gaps, evidence the tenant received their copy, and a Gas Safe registration behind the engineer who signed it.

Unvented cylinders are notifiable to Haringey Building Control

An unvented hot water cylinder over 15 litres is notifiable work under Building Regulations Part G3. We submit a Building Notice to Haringey Council Building Control and issue the HWSS G3 certificate on completion. Keep both, because a conveyancing solicitor will ask for them and cylinder manufacturers will not honour a warranty without evidence of a certified install.

Access, parking and charging zones in Haringey
