Why Camden plumbing is mostly about shared systems
Camden had 210,136 usual residents in 2021, of whom 7,434 lived in communal establishments, spread across 92,759 households. The number that defines the plumbing here is the accommodation type: 26.2 per cent of Camden households, 24,284 of them, live in part of a converted or shared house including bedsits. No local authority in England has a higher share. Purpose-built flats account for another 56.2 per cent, so more than eight in ten Camden homes are in a building shared with other homes. Terraces are just 8.1 per cent, the third lowest share of the 33 London boroughs, and detached houses 1.7 per cent.
The practical consequence is that most Camden jobs start with a question about ownership rather than about pipework. Whose stack is it. Who authorises access to the flat above. Is the riser communal or demised. Does the managing agent hold a drawing, and if not, who does. A leak in a Georgian house cut into five flats does not present where it starts. It runs along a joist, sits behind lath and plaster, and surfaces two floors down. That is a survey job with a written report, and the report is what unlocks the access needed to fix it.
Camden also has an unusually pressured relationship between people and space. 18.4 per cent of Camden households had an occupancy rating of minus one for rooms in 2021, which is the highest figure of any local authority in England. A household one room short of the standard uses hot water harder and puts more load on the same waste runs than the original design assumed. When we size a replacement cylinder or specify a combi here we ask about actual occupancy, because the floor plan systematically understates demand in this borough.
Heating is more varied here than in the outer boroughs. 63.2 per cent of Camden households ran on mains gas alone in 2021, one of the lower shares in London. 9.4 per cent were on a district or communal heat network, the third highest share of any local authority in England behind the City of London and Southwark. Another 12.6 per cent were on electric only and 2.8 per cent reported no central heating at all, the sixth highest share in London. So before booking a heating visit in Camden the useful first question is what actually heats the property, because roughly one Camden home in ten does not have a boiler to fix.
Tenure completes the picture. Only 29.7 per cent of Camden households own their home. 35.6 per cent rent privately and 33.7 per cent rent socially, with 22.7 per cent renting from the council, the fourth highest council-rented share in London. 52,159 households in purpose-built blocks, from interwar mansion blocks to postwar estates and recent developments. Communal cold risers, pressure-reducing valves out of sight, sealed pressurised heating circuits and expansion vessels that lose pre-charge after seven or eight years. Access to a riser cupboard is a building management question before it is a plumbing one.

If you are one of them you do not have a boiler and there is no CP12 for one. You have a heat interface unit, and responsibility for it is split by contract between the network operator, the building owner and the occupier. Establishing that split is the first step, not the last.
Terraced houses, only 8.1 per cent
7,504 terraces, the third lowest share of any London borough. Worth stating because it means the standard outer-London job, a single household with its own boiler, its own stack and its own front door, is unusual in Camden. Most work here touches a shared system, and pricing a Camden job as if it were a Barnet job underestimates the coordination involved.
Homes in commercial buildings, 2.4 per cent
2,213 Camden households live in a commercial building, for example over a shop or in a converted office, the second highest share in London. These have waste runs sized for the original use, shared stacks with commercial tenants, and access windows that have to work around trading hours. They are also where the building file is most likely to be incomplete.
Rooms overcrowding, 18.4 per cent at minus one, first in England
17,035 Camden households were one room short of the standard in 2021, the highest share of any local authority in England. That is the single best argument for sizing hot water around actual occupancy rather than bedroom count in this borough, and for expecting waste runs and cylinders to be working harder than their nominal specification.

Thames Water classifies water at up to 100 mg/l of calcium carbonate as soft, 100 to 150 as slightly hard, 150 to 200 as moderately hard, 200 to 300 as hard, and above 300 as very hard. It states that all the water in its region is hard, attributing that to river and groundwater sources passing through chalk and limestone. Scale is therefore a given in Camden rather than a diagnosis.
Communal risers, boosters and pressure complaints
In mansion blocks and larger conversions the cold supply arrives through a communal riser, often with a pressure-reducing valve or a booster set somewhere in the building. A pressure complaint in one flat is frequently a valve or booster problem elsewhere. More people drawing hot water at concentrated times means more heating cycles, and more heating cycles in hard water means faster scaling of cylinder coils, combi plates and immersion elements. The appliance has not failed early. It has simply done more work than the spec assumed.
Heat networks change the hot water question entirely
On a heat network there is no combustion and no boiler heat exchanger to scale, but there is still a heat interface unit with a plate heat exchanger on the domestic hot water side, and hard water still forms scale on it. Performance loss on a heat interface unit is a different diagnosis with a different responsibility split, and getting that split right before anyone books a visit saves a wasted call.

Borough-wide additional HMO licensing, in force from 8 December 2025
Camden designated a renewed borough-wide additional licensing scheme on 2 July 2025. It came into force on 8 December 2025 and runs for five years, ceasing to have effect on 8 December 2030 unless revoked earlier. It replaces the scheme that had run since December 2020, and it applies across the whole borough rather than to named wards.
What it covers
The scheme applies to HMOs that fall outside mandatory licensing: properties occupied by three or more people forming two or more households. Camden describes the covered stock as shared homes and flat shares, student housing, bedsits and some buildings converted into flats. In the most heavily converted local authority in England, that last category is not a footnote.
The gas condition
The Housing Act 2004 requires a licence holder, where gas is supplied to the house, to produce annually to the local housing authority a gas safety certificate obtained within the last 12 months. The record has to exist, be current and be produceable on request. We email it within 24 hours of the visit, keep a copy of everything we issue, and can re-send historic records for any property we have attended.
Aligning a Camden portfolio

Establish exactly where the network operator's duty ends before assuming a property is out of scope.
