For the Baxi Duo-tec Combi 24, 28, 33 and 40 HE covered by the manufacturer's 2007 instructions, E119 concerns the primary heating-water pressure protection. Check the exact model and its gauge before following any filling instructions. If the gauge looks normal, filling has no effect or the problem keeps returning, arrange inspection. The code is not a universal instruction to thaw a pipe or replace a pressure switch.

After pressure is restored, look at the pattern rather than the cleared screen

A boiler that resumes operation after pressure restoration may still need investigation if the condition returns. Make a simple record of cold readings on comparable occasions and when E119 reappears. Avoid comparing a reading taken immediately after heating with one taken many hours later as though they were identical operating conditions.
